Is it legal to drive an electric motor scooter in florida without a drivers license?

In the state of florida an electric scooter or e-bike is considered a bicycle as long as it is both manual and motor powered, not over 750 watts and the seat is at least 25 inches from the ground. My question is: If the electric scooter or e-bike resembles a motor cycle type scooter (not a wheel chair) is it safe to assume that it can be operated with out a valid drivers license, under the same laws that govern the operation of a manually powered bicycle? I have researched this but couldn't find a clear answer.|||Yes it is. As long as the bike is under 750 watts and goes 20 mph or under. There is federal law that rules this and supercedes any states law. H.R. 727 but this law only classifies it as bicycle and Florida's law states you have to be 16 to operate an electric bicycle and follow all bike laws. all this is in the hand book. I ran this threw from the DMV locally and all the way to Tallahasse before I bought one. You need no drivers license or tag and title. hope this helped.|||Great question for the DMV.
